Riche marchand juif de Londres du XVIIIe siècle, il devient, fait rare pour un Juif à l'époque, administrateur de la Banque d'Angleterre. En 1727, il intente une action contre la Russia Company qui refusait de l'admettre en raison de sa religion, et obtient gain de cause devant le procureur général ; en 1736, il est partie à une affaire concernant une lettre de change avec W. Monmartel. Fils de Jacob da Costa, arrivé en Angleterre en 1655, il épouse sa cousine Catherine Mendes en 1698, dont le père Fernandez Mendes fut le médecin marane de Jean IV de Portugal ; leur fille Catherine da Costa aurait peint en 1721 le portrait de son grand-père.
