Chambellan de la reine Catherine de Bragance, épouse de Charles II d'Angleterre, actif vers 1665. Sa position à la cour tient à l'influence de son frère Antonio Mendes, qui avait guéri la reine d'un érysipèle au Portugal ; celle-ci persuada les deux frères de l'accompagner en Angleterre, où ils se déclarèrent ouvertement juifs. Andrea Mendes s'intéressa activement aux affaires des Juifs de Londres et intervint souvent en leur faveur auprès de Charles II.
