Lord-maire de Liverpool en 1899, né à Sydney, en Nouvelle-Galles du Sud, en 1846, fils de Samuel Cohen, député de Morpeth au Parlement de Nouvelle-Galles du Sud. Formé à Londres, il s'installe à Liverpool en 1864, où il prend la tête de la maison Lewis, puis entre en 1895 dans la vie publique en étant élu au conseil municipal pour le quartier de Breckfield. Président de la commission des propriétés insalubres en 1897, il est choisi à l'unanimité comme lord-maire de Liverpool en 1899.
