Avocat et conseiller de la reine anglais, né à Londres le 18 novembre 1830. Après des études au gymnase de Francfort-sur-le-Main puis à l'University College de Londres, il est admis au Magdalen College de Cambridge, où il est élu en 1852 président de la Cambridge Union Debating Society ; il ne peut toutefois obtenir son diplôme qu'après l'abrogation du Test Act en 1871. Il représente les intérêts de l'Angleterre dans le célèbre arbitrage de l'Alabama à Genève en 1872, est élu député de Southwark en 1880, et succède à Sir Moses Montefiore à la présidence du Board of Deputies, poste qu'il quitte en 1894.
