Homme d'État et orateur romain, né en 106 et mort en 43 avant l'ère chrétienne. En 59, dans un plaidoyer prononcé au forum Aurélien en faveur de Flaccus — accusé d'avoir détourné, comme proconsul d'Asie, l'argent destiné au Temple des juifs —, il parla des juifs avec mépris, les qualifiant de « superstition barbare », tout en invoquant, non sans sophisme, un édit interdisant l'exportation d'or hors des provinces romaines. Ancien disciple en rhétorique de l'écrivain antijuif Apollonius Molon, il qualifia aussi, dans un discours prononcé au Sénat en 56, juifs et Syriens de « peuples nés pour l'esclavage ».
