Consul de Tunis et d'Alger à Gibraltar vers 1805, descendant d'une famille judéo-portugaise. Délégué du général Fox, gouverneur de Gibraltar, il conclut le 5 novembre 1805 un traité avec Sidi Mahomet, bey d'Oran, pour l'approvisionnement de la garnison de Gibraltar, et parvint à sauver trois marins anglais emprisonnés à Oran et condamnés à mort. En 1824, il fut fait chevalier de la Légion d'honneur par Louis XVIII de France, et présida pendant de nombreuses années la communauté hébraïque et la chambre de commerce de Gibraltar.
