Avocat et homme politique américain, né à New York en 1854, petit-fils d'Agil Hanau, chantre de la synagogue de Dukes Place à Londres. Membre de l'assemblée de l'État de New York en 1887 puis sénateur d'État de 1888 à 1898, il présida le sénat en 1893-94 et fut élu en 1901 président du borough de Manhattan. Il défendit notamment le Freedom of Worship Bill, garantissant l'égalité des droits religieux à tous les détenus des prisons et maisons de correction.
