Né à Colmar, neveu et gendre du médecin Germain Sée. Député puis conseiller d'État, il dépose en 1878 la proposition de loi qui, promulguée le 21 décembre 1880 (« loi Camille Sée »), institue l'enseignement secondaire public pour les jeunes filles en France, avec la création des lycées et collèges de filles.
