Émile Byk est un avocat et député autrichien né le 14 janvier 1845 à Janow, près de Trembowla, en Galicie. Élu en 1885 président du comité de charité du Cultusrath de Lemberg, il en devient aussi le président de la communauté; conseiller municipal et président de la Société Shomer Israël en 1890, il est élu en 1891 pour représenter Brody et Zloczow au Reichsrath, mandat renouvelé à chaque élection suivante. Membre de plusieurs commissions du Reichsrath, il y prononce en 1893 un discours sur l'établissement d'un séminaire théologique juif, et défend en 1898 la publicité des séances d'une commission d'enquête.
