Samuel Hyman Borofsky est né à Wolkovyshki, dans le gouvernement de Souvalki, en Pologne russe, en avril 1865, éduqué à la Jews' Free School de Manchester après son arrivée en Angleterre en 1874, avant de s'installer à Boston en 1879. Juge de paix depuis 1891 et notaire depuis 1894, conseiller municipal de Boston en 1898 puis élu en 1900 à la Chambre des représentants du Massachusetts, il rédige la loi obligeant les marchands de glace à en vendre par petites quantités aux pauvres, et présente en 1901 un projet de loi exemptant les observants du sabbat de toute pénalité pour travail dominical; il fonda aussi en 1899 le Helping Hand Temporary Home for Destitute Jewish Children.
