David S. Bles est un notable communautaire de Manchester né à La Haye, en Hollande, en 1834, et mort à Vienne le 14 octobre 1899. Associé principal de la maison S. D. Bles & Sons, négociants de Manchester, dont il se retire en 1897 pour se consacrer à la philanthropie, il fut magistrat municipal pendant treize ans à partir de 1886, vice-consul des Pays-Bas, et reçut en 1897 l'ordre d'Orange-Nassau de la reine de Hollande; président du Board of Guardians juif de Manchester, il fonda aussi une bourse d'études hébraïques à la Victoria University.
