Le prince Otto Eduard Leopold von Bismarck est un homme d'État prussien né à Schönhausen le 1er avril 1815 et mort à Friedrichsruh le 30 juillet 1898, chancelier de la Confédération de l'Allemagne du Nord puis de l'Empire allemand de 1870 à sa démission, le 20 mars 1890. D'abord opposé, comme junker conservateur, à l'émancipation des Juifs lors de la Diète prussienne de 1847, il accepta ensuite celle issue de la révolution de 1848 et fit voter, en 1869, la loi abolissant toute restriction civile fondée sur la religion, se déclarant aussi, dès 1868, opposé aux persécutions antijuives en Roumanie.
