Sir Walter Besant est un écrivain et romancier anglais né à Portsmouth le 14 août 1836 et mort à Londres le 11 juin 1901, qui contribua à venir en aide aux Juifs russes et polonais affluant dans l'East End de Londres. Le « Palace of Delight » imaginé dans son roman « All Sorts and Conditions of Men » (1882) inspira le People's Palace, bâti au cœur d'un quartier à forte population juive; secrétaire du Palestine Exploration Fund de 1868 à 1885, il coécrivit avec l'orientaliste E. H. Palmer une « History of Jerusalem » (1871) et publia en 1893 le roman « The Rebel Queen », dont l'héroïne et plusieurs personnages secondaires sont juifs.
