Ignati Abramovitch Bernstein est un ingénieur ferroviaire russe né à Kremenetz, en Volhynie, en 1846, et tué le 5 juillet 1900 à bord du vapeur « Odessa », entre Harbin et Khabarovsk. Formé à l'Institut des ingénieurs de Saint-Pétersbourg, il fut reçu, encore étudiant, par le tsar comme délégué de familles juives réclamant la restauration de leur droit de résidence hors de la Zone de résidence, requête qui fut accordée; nommé en 1896 premier ingénieur à Vladivostok puis, l'année suivante, directeur du cinquième district du chemin de fer oriental chinois, il fut tué par des Boxers chinois qui attaquèrent son navire, en même temps que douze autres passagers.
