Ralph Bernal est un homme politique et collectionneur d'art d'ascendance judéo-espagnole, mort en 1854, fils du marchand antillais Jacob Israel Bernal. Diplômé de Christ's College, à Cambridge, en 1806 et 1809, puis avocat à Lincoln's Inn en 1810, il siégea pendant trente-quatre ans (1818-52) à la Chambre des communes, représentant Londres, Rochester puis Weymouth, fidèle aux whigs et soutenant, bien qu'élevé dans le christianisme, les lois abolissant les incapacités civiques des Juifs. Réputé collectionneur de porcelaines et d'orfèvrerie anciennes, sa collection fut vendue en 1855, un an après sa mort.
