L'un des fondateurs de la communauté judéo-portugaise d'Amsterdam, aux côtés de Jacob Tirado et Salomon Palache, né sur l'île de Madère en 1570, mort à Amsterdam le 4 décembre 1629. Arrivé à Amsterdam le 13 janvier 1614, il rédigea un récit poétique de l'Inquisition en cent octaves, intitulé « Job », et participa, avec Rahel Yeshouroun et Joseph Israël Pereyra, à la rédaction des statuts du nouveau cimetière communautaire d'Oudekerk, le même jour. À sa mort, Morteira fonda une yechiva en sa mémoire.
