Enseignant religieux et auteur à Munich, il rédige en 1826, sous la direction d'Abraham Bing, rabbin de Wurtzbourg, et avec l'approbation du bet din de Fürth, un catéchisme en allemand, « Lehrbuch der Mosaischen Religion » (Munich, 1826), abrégé sous le titre « Hauptlehren der Mosaischen Religion », destiné aux écoles juives et publié aux frais du gouvernement bavarois sur ordre du roi Louis Ier. L'ouvrage, attaqué en 1827 dans un pamphlet anonyme pour ses tendances conservatrices, place les citations hébraïques de la Bible, du Talmud et de Maïmonide en regard du texte allemand ; Beer publia aussi un « Siddur Tefillot » avec traduction allemande, Munich, 1827.
