Économiste autrichien né à Plany, en Bohême, le 28 février 1806, mort à Vienne le 4 mars 1873. Formé aux universités de Prague et de Vienne, il entre au service de l'État en 1831, devient en 1835 professeur de géographie et d'histoire à l'école polytechnique de Vienne, puis, en 1848, conseiller au ministère du Commerce. Il fut chargé de missions en Allemagne et en Belgique en 1849 et dirigea le ministère durant la période révolutionnaire, avant d'être remplacé par le baron Bruck. Il publia de nombreux ouvrages de statistique économique, dont « Die Organisation des Gewerbewesens » (Vienne, 1851) et « Die Volkswirthschaft » (Vienne, 1853).
