Député italien né à Trieste, en Autriche, le 5 juillet 1860, fils de l'orientaliste et archéologue Giuseppe Barzilai, il étudie le droit à l'université de Bologne. Condamné pour trahison envers l'Autriche en 1878, il est acquitté en appel à Graz après un an de prison, puis débute en 1882 sa carrière d'avocat, notamment dans les affaires criminelles. Il devient en 1890 député de Rome, siégeant à l'extrême gauche républicaine.
