Évêque de Lincoln, né dans le Westmorland en 1607 et mort le 8 octobre 1691, formé à Appleby puis au Queen's College d'Oxford, il devint conservateur de la Bodléienne en 1654, puis principal de son collège, professeur Lady-Margaret et enfin évêque de Lincoln en 1675. Vers 1654, au moment où la question du retour des Juifs en Angleterre était posée par Manassé ben Israël, il rédigea un essai favorable à leur admission, tout en proposant à leur égard une législation restrictive proche du droit canon médiéval : professer leur religion sans la propager, réparer mais non bâtir de synagogues, et porter un habit distinct.
