Érudit et philanthrope, né en 1823 à Minsk, en Russie, où il mourut le 10 mars 1888, il reçut une solide formation biblique et talmudique et donna chaque jour, durant les trente dernières années de sa vie, un cours sur un chapitre de la Bible dans sa synagogue privée. Il se consacra à retracer l'origine des coutumes religieuses juives dans les deux Talmuds et les Midrachim, laissant en manuscrit un ouvrage sur ce sujet, le « Meḳor Minhagim », et aida nombre de savants hébraïsants à publier leurs travaux, dont Kalman Schulman, qui lui dédia un volume de son « Toledot Ḥakhme Yisrael » (Wilna, 1883).
