Médecin et auteur médico-légal allemand, né dans la province de Posen, en Prusse, le 26 décembre 1834, formé aux universités de Vienne, Prague et Berlin, où il obtint son doctorat de médecine en 1861. Il exerça comme médecin à Naugard, en Poméranie, devint médecin de la prison de cette ville en 1866, puis médecin-chef de la prison de Plötzensee, près de Berlin, en 1872, avant d'être élu au conseil de santé en 1879. Ayant observé, dans l'exercice de ses fonctions carcérales, le lien entre alcool et criminalité, il consacra de nombreux écrits à la prévention de l'alcoolisme, dont « Der Alkoholismus » (Berlin, 1878) et « Die Trunksucht und Ihre Abwehr » (Vienne, 1890).
