Haham des congrégations sépharades de Londres et d'Amsterdam, adepte de Shabbetaï Tsevi, il naquit en Orient en 1664 (peut-être 1660) et mourut à Amsterdam le 10 avril 1728 ; son nom vient d'une localité de la province espagnole de Ségovie. Après une jeunesse passée dans les cercles shabbétaïstes de Salonique, il se rendit en Europe comme émissaire chargé de collecter des fonds pour les pauvres de Terre sainte, laissant femme et enfants à Safed, puis fut nommé haham à Londres le 6 juin 1689 après un séjour à Leghorn en 1688. Son passé shabbétaïste, révélé l'année suivante, mina durablement son autorité, comme le montre une lettre de plainte qu'il écrivit en 1696.
