Bibliographe et historien, il travailla dès 1925 à la Bibliothèque nationale et universitaire hébraïque de Jérusalem. Spécialiste de l'imprimerie hébraïque et de l'histoire du peuplement juif en Terre sainte, il a redécouvert quantité de livres hébreux rares imprimés en Orient. Il est l'auteur de référence sur les émissaires (shelouhim) de Terre sainte.
