Rabbin et prédicateur à Mequinez puis à Salé, au Maroc, né à Mequinez en 1687 ou 1688, il publia en 1715 à Amsterdam un recueil de sermons intitulé « Ozen Shemuel », rassemblant des prêches sur la repentance, les sabbats et des oraisons funèbres prononcées pour plusieurs de ses contemporains. Il fit paraître en 1725, également à Amsterdam, le « Keter Torah », plaidant pour l'exemption fiscale des lettrés et reprenant d'anciens règlements sur le sujet.
