Juriste néerlandais, né à Amsterdam le 28 avril 1838, fils de Carel Daniel Asser (1813-85) et neveu, par sa mère, du ministre de la Justice néerlandais Godefroi. Il étudie le droit à l'Athénée d'Amsterdam et reçoit dès 1857 la médaille d'or décernée par l'université de Leyde pour un mémoire sur la conception économique de la valeur ; il obtient son doctorat en 1860, après avoir soutenu une thèse sur l'administration des relations extérieures selon le droit public néerlandais. La même année, le gouvernement le nomme membre de la commission internationale chargée de négocier l'abolition des péages sur le Rhin, sujet auquel il consacre deux brochures publiées dans « De Gids » en 1861.
