Fonctionnaire au service de l'Empire ottoman, né en 1840, formé à l'Institution Camondo. Nommé en 1869 par le sultan Aziz membre du conseil d'État, qui ne comptait alors que deux Juifs sur quarante membres, il devient, sous Abdul-Hamid II, délégué des Juifs au parlement ottoman, puis vice-préfet de Constantinople. En 1896, le sultan le nomme de nouveau conseiller d'État, avant sa retraite, en 1899, après trente ans de service ; plusieurs fois président du consistoire central des Juifs de Constantinople, il a facilité la collecte des revenus communautaires.
