Physicien et socialiste allemand. Privat-docent à l'université de Berlin, il prend part au mouvement socialiste et se voit suspendu de sa charge par le ministre de l'Instruction Bosse en avril 1899. Riche, il consacre en 1895 des sommes considérables à son parti, et fait adopter en 1897, au congrès socialiste de Hambourg, une résolution mettant fin à l'abstention des socialistes aux élections de la Diète prussienne. Ses travaux scientifiques, en physique théorique comme expérimentale, portent surtout sur l'électricité, et paraissent notamment dans les « Annalen der Physik und Chemie ».
