Historien allemand, né le 5 février 1861 à Rastenburg, mort le 29 juin 1893. Après des études à Berlin puis à Königsberg, il obtient son doctorat en 1883 et devient instructeur au Realgymnasium de Berlin, se consacrant en parallèle à l'histoire juive. Chargé par la Commission historique de préparer une histoire des Juifs d'Allemagne au Moyen Âge, il entreprend les « Regesten zur Geschichte der Juden in Deutschland » (Berlin, 1893), résumant chronologiquement les mentions des Juifs dans les chroniques et documents médiévaux allemands ; sa mort interrompt la publication, achevée par Saalfeld.
