Ḥakam Bashi (grand rabbin) de Jérusalem, né à Safed le 1er juin 1817, conduit à Jérusalem en 1823. Nommé juge adjoint auprès du Ḥakam Bashi Abraham Ashkenazi en 1855, puis grand dayan en 1869, il accède lui-même à la charge de Ḥakam Bashi en 1893, succédant à R. Paniel ; le sultan Abdul-Hamid confirme sa nomination par un firman, et l'empereur Guillaume II d'Allemagne, en visite à Jérusalem en 1898, lui remet aussi une médaille. Polyglotte — hébreu, arabe, turc, italien, grec —, il publie de nombreux recueils de sermons, responsa et décisions, dont les titres jouent tous sur le mot « Ish », initiales de son nom.
