Empereur de Russie, né à Saint-Pétersbourg le 23 décembre 1777, mort à Taganrog le 1er décembre 1825. Son règne (1801-25), commencé à la mort de son père Paul Ier, assassiné en 1801, engage plus de réformes intérieures qu'aucun de ses prédécesseurs depuis Pierre le Grand. Par l'ukase du 9 octobre 1802 puis le règlement du 9 décembre 1804 sur les Juifs, il leur accorde le droit d'acheter et de louer des terres dans les provinces occidentales et méridionales — à l'origine des premières colonies agricoles juives de Russie — et l'accès aux écoles et universités.
