Médecin néerlandais, professeur d'anthropologie criminelle à l'université d'Amsterdam et chirurgien de la police et des pompiers de la ville, né à Amsterdam le 1er avril 1858. Il compte, avec les professeurs Winkler et Jelgersma, parmi les fondateurs de l'école néerlandaise d'anthropologie, distincte des courants français et italien, et publie en 1898 un recueil d'essais sur l'anthropologie criminelle. Écrivain de l'école réaliste néerlandaise en plein essor depuis 1880, il publie aussi des récits de fiction, dont « Uit den Dood » (1890) et « Zuster Bertha » (1891).
