L'un des agitateurs antisémites les plus notoires d'Allemagne, né le 21 décembre 1846 à Krien, en Poméranie prussienne. Enseignant puis directeur d'école à Berlin à partir de 1881, ruiné par ses dettes, il rejoint le mouvement antisémite et publie des pamphlets accusant les Juifs de trahison envers l'Allemagne — notamment ses « Judenflinten » de 1892, qui lui valent un procès en diffamation et une condamnation à cinq mois de prison, sans nuire à sa popularité électorale.
