Ingénieur civil russe né à Odessa le 3 mars 1854, formé au gymnase de sa ville natale puis en mathématiques à l'université d'Odessa, il obtint son diplôme d'ingénieur civil au Polytechnikum de Zurich en 1876. De retour en Russie en 1879, il fut nommé directeur du chemin de fer d'État à Kiev, où il conçut et fit construire le réseau d'égouts ainsi que le tramway de la ville, puis fonda en 1881 la revue technique « Inzhener », dont il devint rédacteur en chef.
