Directeur de la Jews' Free School de Londres, né à Swansea (pays de Galles) en 1842, il fut engagé comme élève-maître auprès de Moses Angel à la Jews' Free School en 1854, devint instructeur principal d'anglais en 1864 puis sous-directeur en 1884, avant de succéder à Angel comme directeur en 1897-1898. Diplômé de l'Université de Londres et cofondateur du Jewish Educational Board, il publia notamment un « Manual of Scriptural History for Jewish Schools and Families » (Londres, 1882) et fut le premier rédacteur en chef du « Jewish Record » lors de sa création en 1868.
