Born in Novogroudok, trained at the Volozhin yeshiva then at the University of Saint Petersburg, Harkavy was a major orientalist and historian. Head of the department of Jewish and Oriental manuscripts of the Imperial Library of Saint Petersburg from 1877, he devoted his work to the ancient history of Jews in Russia, the Khazars and the Karaites. A 1910 festschrift lists 399 of his publications.
