Juge du tribunal fédéral du district sud de New York (1979–1985), puis conseiller juridique du Département d'État américain (1985–1990) et chercheur à la Hoover Institution. Auteur d'un ouvrage de référence sur les pouvoirs constitutionnels en matière d'affaires étrangères.
