Born in Bombay in a family of Baghdadi Jews (fathers Meyer and Isaac born in Rangoon, descendants of Jewish immigrants from Baghdad). Judge of the federal court of the southern district of New York (1979–1985), then legal advisor to the United States Department of State (1985–1990) and researcher at the Hoover Institution. Author of a reference work on constitutional powers in foreign affairs.
