Né au Tafilalet en 1866, monté à Jérusalem avec sa famille en 1871, il s'établit vers 1892 à Alexandrie où il fut secrétaire-notaire de la Communauté, dirigea une école rabbinique et publia Ha-'Ibri, un manuel d'enseignement de l'hébreu. Il succéda à Eliahu Hazan comme grand-rabbin d'Alexandrie en 1908, puis présida la Communauté marocaine de Jérusalem (1929).
