Sultan de l'Empire ottoman (1839-61), il poursuit envers les Juifs de Turquie l'œuvre de son prédécesseur Mahmoud II. Les chartes ottomanes de 1839 et 1856 leur accordent l'égalité devant la loi, l'accès aux fonctions publiques et la liberté religieuse. En 1840, à la demande de Moses Montefiore, il fait réviser le procès pour meurtre rituel intenté aux Juifs de Damas et de Rhodes, procès qui établit leur innocence.
