Chef de file de l'organisation orthodoxe anti-réformiste et anti-Haskalah « ha-Lishka ha-Shehora » de Kovno. Il laisse une œuvre historiographique majeure, Zikhron Yaakov, histoire des Juifs de Russie et de Pologne (1760-1896), publiée à titre posthume par son fils.
