Marchand textile anglo-allemand né à Bad Pyrmont dans une famille de négociants. Installé à Leeds (1834) puis Bradford (1838), premier marchand étranger à exporter la laine de Bradford ; fonde la maison Sir Jacob Behrens & Son. Anobli par la reine Victoria en 1882 pour son rôle dans les relations commerciales franco-britanniques. Membre éminent de l'Anglo-Jewish Association ; il contribua à créer la chambre de commerce de Bradford et à réorganiser des institutions éducatives locales.
