Écrivain et analyste politique britannique, ancien volontaire des Brigades internationales en Espagne, il devint l'un des principaux conseillers de Margaret Thatcher après 1975. En 1974 il cofonda avec Keith Joseph le Centre for Policy Studies, dont il fut le directeur, laboratoire d'idées du thatchérisme. Il collabora aussi au quotidien israélien Haaretz.
