Né à Hegenheim (Alsace), fonctionnaire républicain sous Gambetta, il fut nommé en 1885 chef de la Sûreté générale au ministère de l'Intérieur. Révoqué pour ses sympathies dreyfusardes, il publia Ma Justification (1895) puis devint rédacteur en chef de L'Univers israélite (éditoriaux signés B. M., 1896-1906). Cofondateur et secrétaire du Comité de défense contre l'antisémitisme né de l'affaire Dreyfus.
