Né en 1918 dans une riche famille juive londonienne ; son père Sir Samuel Joseph dirigeait l'entreprise de construction Bovis et fut Lord-Maire de Londres (1942–43). Ministre sous les gouvernements conservateurs, il fut l'un des principaux artisans du « thatchérisme » et cofonda en 1974 avec Margaret Thatcher le Centre for Policy Studies. Auteur de discours et pamphlets marquants (« Monetarism Is Not Enough », 1976).
