Diplomate séfarade d'origine marrane portugaise, neveu de Doña Gracia Mendes, homme influent à la cour ottomane sous Soliman le Magnifique et Selim II, qui le fit duc de Naxos. Il tenta de refonder Tibériade (et Safed) pour y réinstaller des Juifs en 1561 et entretenait une imprimerie hébraïque (fondée par sa tante) près de Constantinople.
