Issu de la famille anglo-juive Samuel (banque Samuel Montagu). Ministre (Home Secretary), il fut le premier Haut-Commissaire de la Palestine mandataire (1920-1925) et chef du Parti libéral (1931-1935). Président de la Royal Institute of Philosophy (1931-1959), il vulgarisa la philosophie dans plusieurs ouvrages : Practical Ethics (1935), Belief and Action (1937), Essays in Physics (1951), In Search of Reality (1957) et A Threefold Cord (1961).
