Né à Buenos Aires dans une famille juive (père Hermann Weil, riche négociant en grains ; mère Rosa, également juive). Docteur en science politique (thèse sur la socialisation), il finance en 1923, grâce à une dotation de son père, la fondation de l'Institut für Sozialforschung à Francfort — berceau de l'École de Francfort — et collabore avec Friedrich Pollock.
