Issu d'une famille de commerçants juifs (d'origine alsacienne selon Encyclopedia.com), il fit une longue carrière préfectorale, fut gouverneur général de Madagascar (1918–1919), ministre de l'Intérieur en 1925 (cabinet Painlevé) et sénateur des Bouches-du-Rhône. Il fut la cible d'une lettre ouverte antisémite de Charles Maurras. Bien qu'ayant voté les pleins pouvoirs à Pétain en 1940, il fut ensuite assigné à résidence puis interné en raison de sa judéité.
