Industriel britannique, il rejoignit Shell en 1901 et fut l'un des principaux artisans de sa fusion avec la Royal Dutch, devenant de fait numéro deux du groupe ; il joua un rôle clé dans l'approvisionnement en carburant des Alliés durant la Première Guerre mondiale (anobli KBE en 1920). Trésorier, vice-président puis président de la United Synagogue, il fonda en 1919 le Jewish War Memorial (Jewish Memorial Council) et cofonda en 1942 le Council of Christians and Jews.
