Formé au droit à Bagdad et Constantinople, il fut juge dans diverses cours d'Irak. À partir de 1924, il représenta plusieurs mandats les Juifs d'Irak au Parlement et soutint l'organisation sioniste de Bagdad. Avant 1936, il publia un ouvrage important en arabe sur la Constitution du royaume d'Irak. En 1949, un tribunal militaire le condamna comme sioniste (libéré après quatre mois).
